Dr Caroline Clarinval is the World Health Organization (WHO) Representative and Head of the WHO Country Office in Romania. She previously led the WHO Country Office in Kazakhstan and managed emergency operations in Ukraine. As a Regional Adviser for Emergency Response and Operations, she supported humanitarian health responses in 14 countries across the Eastern Mediterranean Region, including Iraq, Yemen, and Syria. Dr. Clarinval has over a decade of experience with the International Committee of the Red Cross, where she directed large-scale relief operations in conflict settings. At the Swiss Federal Office of Public Health, she developed the national strategy on rare diseases and represented Switzerland at the WHO. She holds a Ph.D. in Biomedical Ethics and Law, as well as Master’s degrees in Public Health and Human Rights Law. Dr. Clarinval lectures on humanitarian ethics at MIT, the London School of Hygiene & Tropical Medicine, King’s College London, and the University of Zurich. She is fluent in German, French, and English.
